After upgrade all GIS server from windows server 2016 to 2019, energov tyler epl map not working.
Parcel layer, address layer, street intersection layers are not working for unknow reason.
This is before fix arcgis configuration
To restore the damaged layers, I published a backup map service named as xxxxx2
Now it fixed, user can search address, before fix user can't search address
