if you login to arcgis server manager too many time, server admin account could be locked.
you will see error when login server manager.
You can unlock by reset password.
first, go to arc server log directory,

when install arcgis server, you were ask to create a windows local account.
How to find out what is this account name?
open service, find arcgis server serivce, in this case, "arcgis" is windows local account name

if password is wrong, then you will see error

before federate, you will use arcgis server server admin to login server manager and connect from ArcPro.
After federate, you no longer can use old server admin to connect in ArcPro,
instead you will use portaladmin to create connection
