Step 1.
manually split each street segment at breaker location.
first select this whole street segment.
then click edit >split
then double click where 6500 breaker is,
now you can see:
Top segment, yellow,
bottom segment, blue
red box shows original block, they need to be fix.
Step 2.
this is after fix block range (red )

repeat same process 167 times to fix all block range
this is 2nd fix
Step 4.
this is 3rd fix, it have 6block breaker, so split into 7 segment.
After fix, will improve location accuracy.
always use edit > save button after each change block number, otherwise, can lose the change.

LA county street block do not have 100 breaker,
originally 6400 - 6600 regards as one big block range.
This is fine for general use.
For 911 dispatch, for improved accuracy,
we want split this street segment into 3 section.
yellow is 6400-6500
6500-6600
6600-6700
Step 7.
this is before fix, this block from 3500-3700,
3600 range breaker is from MicroSystem,
even without 3600 marker,
just use eyes, I can tell where should I cut street line into 2 parts.
Step 8.
this is after fix. original street split into 2 part, yellow part 3600-3700
and blue part 3500-3600
Step 9.
if MicroSystem's 100 block marker is missing, like in this sample
just use eye, can tell red cross is where should cut line into 2 part

there are a few exception, MicroSystem label at wrong location
for example 50, means 6150, it should next yellow line.
because 50 in the 6200 segment,
when calculate full number, 50 becomes 6250, which is wrong.
